The Fundo Ambiental, created to centralize resources and support environmental policies in Portugal, has digitized its operations with Masterlink’s no-code platform. In just two weeks, a robust portal was launched that today supports applications exceeding 100,000 submissions per call, automates processes, and ensures greater autonomy for internal teams.
Created in 2016 by Decree-Law No. 42-A/2016, the Fundo Ambiental consolidated four pre-existing funds, assuming a strategic role in awarding support to projects that promote environmental sustainability. Since its founding, demand has grown significantly: at the time of its creation, it already had approximately 270,000 registered users.
Until the implementation of the new technological solution, application management was carried out using dispersed tools such as emails, spreadsheets, and isolated platforms.
“It was a complex process, with a high risk of error and difficulty in producing reliable reports or responding to audits,” recalls Pedro Fonseca, project manager at Masterlink.
With Masterlink’s no-code technology, it became possible to manage the entire lifecycle of programs and calls—from communicating the annual plan to publishing notices and evaluating applications—in a single system, with real-time indicators and reports. In some cases, the number of submissions exceeds 100,000 per call.
“This has always been an extremely challenging project. Each call has unique rules and structures, and there is no standard template. It would not have been possible to guarantee this delivery in record time without a flexible platform like Masterlink’s,” emphasizes Pedro Fonseca.
In addition to centralizing information and reducing errors, the portal brought immediate efficiency gains. The first two calls were launched in just ten days and, since then, new calls have been structured in less than 40 hours. The simplicity of the no-code platform also allowed for the rapid training of the internal team, reducing dependence on external providers.
“We conduct a brief training session and the colleague becomes autonomous to work on their own call. It is truly simple,” says Pedro Santinho, the technician responsible for the project at Fundo Ambiental.
The growth of the Fund, which went from an initial budget of 300,000 euros to 2.3 billion, also required integration with document management systems and the development of a financial module to manage contracts, payments, and fund allocation. The project is now in the cloud migration phase, in line with the Cloud Strategy for Public Administration, reinforcing security, scalability, and operational efficiency.
“The portal has become a single source of data, a centralized ecosystem with distributed access. Everyone acts based on the same information, which avoids errors, duplications, and failures”, says Daniel Gomes, CEO of Masterlink.
