In 1994, with the entry into force of the European Economic Area agreement, Iceland, Liechtenstein, and Norway, as donor states, have been contributing to economic and social development in Portugal through the EEA Grants mechanism.

Two major objectives of EEA Grants are to reduce economic and social disparities within the European Economic Area and to strengthen bilateral relations with beneficiary countries—European Union member states with the greatest deviations from the average GDP per capita, including Portugal. In addition to the Blue Growth, Environment, Reconciliation, Gender Equality, Culture, and Active Citizens programmes, there is a fund specifically designed to support initiatives aimed at strengthening these relations. The new EEA Grants funding period will continue to contribute to the necessary capacity building of the Portuguese Public Administration and civil society organizations.

Within the scope of EEA Grants, Masterlink has relevant experience in the automation of protocol support processes, namely, and most recently, on the platform of the Secretaria-Geral do Ambiente e da Transição Energética.
